Vantaan kaupunki Awards €80M Repair Construction Framework Agreement to NCC, SRV and Pylon

Vantaan kaupunki, a local authority operating in general public services, has awarded a framework agreement for repair construction contracting for small and medium-sized repair works (Korjausrakennusurakointi pieniin ja keskisuuriin korjaustöihin). The maximum value of the framework agreements in this notice is €80,000,000.00, covering construction work, with an estimated duration from 01/04/2026 to 31/03/2028, including two one-year extension options. The contract was awarded following an open procedure under the standard regime, governed by EU Directive 2014/24/EU.

Introduction

This tender competition sought three (3) contractors with their networks for separately agreed small and medium-sized repair projects. The task is the overall implementation of annually separately agreed repair projects in properties owned and managed by the city or companies belonging to the city group. The following companies belonging to the city group participate in the procurement: As Oy Vantaan Katriinanrinne, Hakopolun Liikekiinteistö Oy, Kiinteistö Oy Hakucenter, Kiinteistö Oy Lehdokkitien Virastotalo, Korson Pienteollisuustalo Oy, Koy Korson Toimistokeskus, Koy Maakotkantie 10, Pallastunturin Liikekiinteistö Oy, Koy Tiedepuisto, Koy Tikkurilan Terveysasema, Ruukkukujan Autopaikat Oy and Ratakujan Pysäköinti Oy.

The purpose of the contract is to serve as a flexible procurement procedure for ordinary, recurring repair construction contracts with lower investment costs, or alternatively for projects where the contractual flexibility of project management contracting is considered to be of essential benefit to the project. The contracting entity always has the right to carry out projects also through separate contract competitions outside this agreement. The tasks within this contract are so-called small and medium-sized basic improvement or basic renovation projects. The foreseeable total value of orders in this framework arrangement is approximately €3-12 million per year, and the value of individual projects is €0.2-2.0 million. The foreseeable order portfolio includes 5-10 projects of over €1 million per year. The projects are of the following nature, for example: change of use of premises or improvement of functionality / partial basic renovation; improvement of the property's energy efficiency; renovation of a protected building or valuable property; indoor air repairs. The implementation of commercial premises projects will be timed especially to the summer holiday period, when disruption to the users' operations and relocation costs are to be minimised.

The contract duration is two (2) years. The contracting entity reserves the right to extend the contract period with two (2) options of one (1) year each. The contracting entity will notify the exercise of the option 3 months before the end of the contract period. During the contract period, projects are implemented mainly as target- and ceiling-priced project management contracts in accordance with the attached contract programme and the project management contract cooperation procedure documents. The contractor acts as the main implementer, responsible to the contracting entity in the nature of KVR contracting as a whole, in addition to its own work, for planning and all subcontracting. Subcontractors may be other contractors, designers and suppliers. Pricing bases are agreed project by project through negotiation, taking into account the conditions and tender included in this competition.

Presentations of the objects of the tender competition were arranged: Hämeenkylä day-care centre Tue 3.2. at 14:30-16 and Mon 9.2. at 14:30-16; Rajakylä school Fri 6.2. at 14-15:30 and Mon 9.2. at 12:30-14.

On the basis of the tender competition, a framework arrangement is formed between the three (3) suppliers that submitted the most economically advantageous tenders, in order of priority. Works with a cost estimate of less than €1 million are ordered from the suppliers in order of priority. If the primary supplier is unable to accept the work, an inquiry is sent to the second supplier in order of priority; if the second-placed supplier is also unable to accept the work, an inquiry is sent to the third-placed supplier in order of priority. Projects with a cost estimate of over €1 million and carried out with the contracting entity's own plans are competed through a lightened competition (so-called mini-competition) in the electronic tendering system among all suppliers involved in the framework arrangement. The objects included in the tender competition are won by the winner of the tender competition, and no mini-competition is organised for them.

The procedure was an open procedure and was not accelerated. The procurement project is not financed with EU funds but is covered by the Government Procurement Agreement (GPA). The framework agreement is partly without reopening and partly with reopening of competition. No dynamic purchasing system is used. The procedure identifier is 7a8f1d54-9119-4a63-b4b3-4420056ace19 and the internal identifier is VD/3854/02.08.00.00/2025. A previous notice was published under identifier 3269efe4-ab88-4df7-a2f5-c891f32bd194-01.
