• The legislation on public procurement applies to the procurement. The tender is carried out using the competitive negotiation procedure referred to in § 36 of the Act on Public Procurement (1397/2016, Procurement Act). The expected value of the acquisition exceed the EU threshold. In the first stage of the procurement procedure, suppliers are asked to submit applications for participation in the negotiation procedure. With this request for participation, the Monetra Group (hereinafter the "Client") invites candidates interested in the procurement submit an application for participation in the competitive negotiation procedure. The object of the procurement is a financial management system with support and related services, the matter is described in more detail in the appendix "Appendix 1 Description of the object of procurement". The procured system is used For the financial management service of the Monetra group's municipal, municipal corporation, welfare area and limited company customers, as well as managing the Monetra group's own financial management. The customers of the procurement unit, whose services the system is used to provide, are not parties to the procurement contract. The system to be procured is a SaaS-based system complex that enables service center use. The procurement seeks a solution that has users in the public sector in the production phase and that offers a wide range of ready-made financial management processes, functions and settings optimized for public administration organizations.
