• Stara, the city of Helsinki's construction services company, requests your unit price offer and a total cost estimate based on quantities and unit prices for the Jaluskuja project's bypass pumping solution and its implementation. Based on offers if necessary, the procurement unit initiates a negotiation procedure with the cheapest bidders. The purchasing unit can compare and choose a supplier even without negotiations. The bypass pumping distance is approximately 270 meters, and it is implemented in three parts. During the project pumping moves are made 3-4 times. In the bypass pumping solution, you must prepare with Y-branches and an additional pump for pumping plot water into the main line. Bypass pumping must be equipped with remote monitoring, and the response time must not exceed 30 minutes. The customer arranges electricity, but the bypass pumping solution should be prepared for power outages. The bypass pumping is supposed to start in March, and its estimated duration is about 40 weeks. The quantities are estimates of future work, and the contract does not constitute a quantity purchase obligation for the customer. The quantities finally realized may be either smaller or larger than the quantities estimated at the request for tender stage, and changes in quantities do not affect the unit prices (with the exception of YSE 1998, § 45). By giving a preliminary solution offer with a unit price the bidder assures that the offer includes all work steps essential for the implementation of bypass pumping, as well as the machines, equipment and labor necessary to perform the work steps.
