Description:
The object of the procurement is the design, implementation, testing and implementation of the Law Preparation digital work tools service in a production environment and support and minor development work during maintenance. The Law Drafting Digital Work Tools service implements the Amending Acts concerning laws and regulations (hereinafter "the Act") automatic rule-based generation of lead sentences, user interface design and implementation, and Finlex integration. The implementation of a parallel text engine is an option. The users of the service are legal drafters in all ministries. The Legal Registry Center (hereinafter "Subscriber"). The Ministry of Justice and the Legal Registry Center coordinate the project in cooperation. Valtori acts as the service's cloud capacity service provider. The service is built in the Customer's AWS environment, where the Supplier is given the necessary access rights. As a model for the implementation, what was done previously is used PoC of the logic machine. The PoC proved that it is possible to implement rule-based automation of lead sentences. The purpose of automation is to speed up the legislative process, reduce errors, promote the quality of legislative preparation and increase the meaningfulness of the work. The procurement unit reserves the right suspend the procurement pursuant to Section 125 of the Procurement Act, if the funding granted and reserved for the procurement is not sufficient to carry out the procurement.
