• Early childhood education services in the city of Raahe are requesting offers from private kindergartens for purchasing early childhood education services, as a framework arrangement for the period 1 August 2026 - 31 July 2027 + a three-year (1+1+1) option option. Early childhood education is a child's planned and an entity formed by goal-oriented education, teaching and care, with an emphasis on pedagogy. Early childhood education supports the child's growth, development and learning and promotes well-being. Early childhood education is based on the Early Childhood Education Act (540/2018) and to the national foundations of the early childhood education plan. Early childhood education services must fulfill the child's rights and the service provider's obligations stipulated in the Early Childhood Education Act and Decree (Government Decree on Early Childhood Education 753/2018). Early childhood education services must follow the early childhood education plan of the city of Raahe and the guidance, counseling and supervision manual for private early childhood education in Raahe. early childhood education from private service providers as a purchase service when there are not enough municipal early childhood education places to meet the needs of the municipalities. The framework arrangement is intended to serve as a flexible procurement procedure for early childhood education places in procurement. The goal of the framework arrangement is to select service providers from different parts of the city so that early childhood education services can be offered close to the homes of families with children.
