Description:
In the administrative sector of the Ministry of Justice, a need has arisen for the use of artificial intelligence in the search and processing of legal materials. The introduction of artificial intelligence is expected to speed up the review of legal material by administrative staff, and thus make it more efficient operations by reducing the manual review of data and the time spent searching for data. A similar service has not been used by the administrative sector before. The Legal Registry Center has investigated alternative service needs on the market fulfilling artificial intelligence solutions. Based on the survey, there is one (1) solution that comprehensively meets the service needs of the administration sector, which is Edilex Lakitieto Oy's Edilex AI. The anticipated value of the procurement for the contract period is €714,000 (VAT 0%). For acquisition the law on public procurement and rights of use (1397/2016, hereinafter the "procurement law") applies. The procurement contract is valid for an indefinite period. According to section 40, paragraph 2 of the Procurement Act, the procurement unit can choose direct procurement, if technical or for reasons related to the protection of exclusivity, only a certain supplier can carry out the purchase; an additional condition is that there are no reasonable alternative or substitute solutions and the absence of competition is due to the artificiality of the object of procurement The procurement unit has investigated procurement implementation options and solutions available on the market to fulfill the service need that has arisen.
