Description:
Helen Oy (hereinafter referred to as the contracting entity or the procurement authority or subscriber) is acquiring an environmental impact assessment procedure for a small core power plant. The procurement shall be carried out by a limited procedure under the Specialty Procurement Act. Helen Oy has launched a nuclear energy program aimed atIt implements the small core power plant (SMR), which produces district heating and possibly electricity in the vicinity of Helen's district heating network. The acquisition is designed to implement the EIA procedure in accordance with the requirements of the EIA (252/20217) and the EIA Regulation (277/20217), designed by Helen Oy (277/20217), designed by Helen Oywhich assesses one or more plants as location options. The number of facilities under review will be specified in later stages of the acquisition. The plant can be a cogeneration plant that produces only district heating (hop) or electricity and district heating (CHP). In addition to the SMR plant, the EIA is looking atthe environmental impact of the cooling water tunnels, power transmission, road connections and the construction and implementation of a district heating connection required by the plant. The necessary connections will depend on the selected institutional technology and the facilities, and their information will be specified in later stages of the acquisition.At the same time as the EIA, general and town planning processes are also launched at the plant sites for the environmental impact assessment procedure.
