• The goal of the Vantaa and Kerava welfare region is to acquire a flexible working time management system (hereinafter referred to as the "System"), which comprehensively supports the working time management and monitoring of personnel covered by flexible working hours. This acquisition is part of VAKE the wider Digi#2 project complex, in which the Vantaa and Kerava welfare region has already tendered an HR system and a payroll service and shift planning and optimization solution, as well as a travel and expense invoice management system. As a salary system From April 2026, VAKE HVA will use the Personec F system and Personec F ESS as the HR system. The flexible working time management system to be procured must be implemented in 2026. The aim of the procurement is to ensure that the personnel of the welfare areas have at their disposal a working time system that complies with the requirements, is modern, user-friendly and utilizes automation, which reduces manual work, supports digital transactions and is compatible with the welfare areas with the architecture of administrative systems. As part of the quality comparison, the procurement unit organizes a quality assessment of the demos in accordance with Appendix 14 of the request for tenders separately for bidders who have met the suitability and eligibility conditions and whose bid is according to the request for tender. The contract has a fixed two-year period, after which it continues indefinitely. In the comparison of offers, the weighting of price is 70% and quality 30%.
