Description:
The city of Imatra initiates the procurement of the spatial information system under the conditions specified in this call for tenders and its appendices. The value of the acquisition exceeds the EU threshold value. The contract period is fixed-term for 2 years, including a 2-year option, after which the contract continues as a subscriber valid for an indefinite periodso deciding. The subscriber makes a decision on the use of options no later than 3 months before the end of the contract period. The terms of the contract are JIT 2015.
The comparison basis for the offers is overall economic affordability, where the weight is 55 for price and 45 for quality. The quality evaluation criteria are described in appendix 1, offera qualitative comparison of us. Appendix 2 describes the system's mandatory minimum requirements that bidders must meet. Partial offers are not accepted. The procured services and key documents must be produced in Finnish. The services also cover support and maintenance functions
HaThe subject of the contract is a database-based solution and service package produced by one operator as a Saas service.
The system's map user interface must also work on a mobile device. The new system partially replaces the city's current software, which is listed in Appendix 3, Spatial Information Systemlm's target state. The report provides an overview of the city's situation. There are approximately 25 data administrators in the system and approximately 20 data viewers when the system is implemented. When the system is fully operational, it is estimated that there will be a total of approximately 70 data viewers.
