- The subject of the procurement is the self-initiated reconnaissance flights described in chapter 2.1 Flight tasks and costs of Metsaepalo's flight surveillance instructions in appendix 2 of the request for tenders, separately requested smoke detection inspection flights and other flights. Provisions are made on the operational requirements for forest fire observation flightsin the Aviation Act (864/2014) and the regulations of the Finnish Transport and Communications Agency Traficom, e.g. aviation regulation OPS M1-34. Forest fire surveillance is a statutory task of the Northern Finland Regional Administrative Agency, which the service provider produces on behalf of the Northern Finland Regional Administrative Agency.
The tenderer commitsto perform surveillance flights while the wildfire warning is in effect. See on the maintenance of readiness, chapter 2.2 of the instructions for aerial surveillance of forest fires in appendix 2 of the request for tenders, and appendix 7 of the instructions for aerial surveillance of forest fires Readiness.
Furthermore, the object of procurement are other games that the customer separately needsaircraft flights, which can include, for example, mapping or research flights or material and personnel transport flights. See also point 4.2 of the contract in appendix 1 of the request for tenders.
The procurement is divided into 22 sub-areas, or routes (routes 1-9, 11 and 22-33). The routes are described in the following mein the appendices of the instructions for aerial surveillance of wildfires:
- 4 Routes and emergency center areas
- 5 Routes and rescue operation areas
- 6 Route turning points.
