• Description:
• The purpose of the procurement is to carry out an assessment of the functionality of the Housing Advice Act, which evaluates the functionality and effectiveness of the law on housing advice support for municipalities in 2023-2027. Based on the obtained results, recommendations are presented on the organization of housing counseling and financing after the expiration of the law's deadline. The project will analyze the reporting data related to aid activities for the years 2023—2026, and also take into account the applications and aid decisions of 2027. Observations are supplemented by participating municipalities and others by consulting stakeholders. Drafting recommendations regarding the future of housing counseling requires cross-administrative familiarization with the legislation, plans, programs and views of various industries, as well as the practices of a few reference countries. In the project a final report in Finnish will be produced, which will be translated into Swedish. A short summary in English is attached to the report. The implementer takes care of the translation and takes into account its effects on the schedule. In addition, the project will produce a separate compact on the findings and recommendations of the presentation evaluation. The implementer also prepares to present the results to the housing advisor network and the monitoring group and, if necessary, at 1─2 other events. The evaluation must be completed by the end of February 2027 at the latest. A more detailed description of the procurement can be found in appendix 1 Description of the procurement. The anticipated value of the acquisition is a maximum of 50,000 euros (VAT 0%).
