• The subject of the procurement is a preliminary study, which evaluates the Ministry of the Environment's Guide to Transport Needs Assessment in land use planning, so-called the need to update the travel guide. The preliminary report must answer the questions presented in the procurement description and produce an assessment of the need to update the guide and to make a proposal as to what part and in what way a possible update would be appropriate, including a proposal for the form of implementation of the guide. The possible updating of the guide and tendering will be decided separately after the preliminary investigation is completed. The Ministry of the Environment's guide on the assessment of transport needs in land use planning (Environment of Finland 27/2008) was published in 2008. This so-called information on land use and traffic planning has been collected in the travel guide in support of the traffic generated by various land use activities - for example, housing, retail establishments and workplaces.
