This dynamic procurement system (DPS) can be used by municipalities, associations of municipalities, the Evangelical Lutheran Church and the Orthodox Church and their parishes, Keva and public bodies to which they exercise control over the Hansel limited liability company (1096/2008), on the basis of the right to appoint management or the right to appoint members of the administrative, management or supervisory body. The DPS may also be used by contracting entities referred to in section 5 of the Act on the Procurement and Concession of Entities in the Water, Energy, Transport and Postal Services, which are jointly wholly owned by the municipality or municipalities.
