• Please note: this is not a request for tender, a procurement announcement or a preliminary announcement, but an announcement about starting a market dialogue as part of procurement planning. The city of Helsinki's urban environment department (hereafter KYMP) has started the procurement on 4/26 preparation and invites service providers to participate in the market dialogue. KYMP maps solutions on the market based on automatic license plate recognition (ALPR, Automatic License Plate Recognition) to mobile for parking surveillance. The object of the procurement is an ALPR camera system, which consists of:• ALPR cameras to be installed in the vehicle and related peripheral equipment• the background system of the cameras (e.g. analytics, management and reporting user interfaces, interfaces)• possible cloud services and/or local system components The system must be able to:• automatically read vehicle registration numbers in city traffic• identify vehicles with parking errors (e.g. unpaid parking, incorrect parking, exceeding time limits)• to produce real-time or near-real-time monitoring supporting information for the use of parking control The primary purpose of use of the system is to enhance:• paid parking monitoring• monitoring of incorrect parking Possible other uses may be:• supporting the monitoring of vehicle movement• generating situational and monitoring information related to parking and traffic flows• p...
