• Call for market dialogue: Requirements database service MARKET DIALOGUE The subject of the market dialogue is the acquisition of the requirements database of the Norwegian Railways Agency, which is being prepared, which serves as a centralized digital platform for the information requirements of infrastructure assets management. The requirements database is part of the VETO development program (Development program for information management of the life cycle of road assets). BACKGROUND AND OBJECTIVES Starting in 2021, the Finnish Railways Agency has carried out several studies that have examined the flow of information necessary tools and services. The surveys have identified that the current information requirements are fragmented: they are maintained in a distributed manner in instructions, tables and different systems. This causes inconsistencies, outdated information as well weakens the quality, timeliness and controllability of information. The goal of the acquisition is to implement a centralized requirements database that compiles the information requirements of the infrastructure into one structured, uniform and machine-readable format. With the solution improving the quality, consistency and up-to-dateness of information requirements and enabling their effective utilization in various processes, such as procurement, planning, construction and maintenance. The goal is also to enable managed life-cycle maintenance of information requirements (creation, editing, approval and publication), version control and traceability of changes, and automated quality assurance.
