• Description:
• OBJECT OF PROCUREMENT The object of the procurement is the municipality's outsourced financial and payroll administration services, including both service production and the necessary information systems. The chosen service provider is responsible for the whole of the municipality's financial administration, which includes accounting, participation in the preparation of financial statements and the budget, statutory financial reporting including municipal information reporting, VAT reporting and tax declarations, financial planning, purchase and sales ledger, payment transactions, and memo statements accounting. Personnel and payroll administration services cover payroll for the municipality's various contract sectors (KVTES, OVTES, TS), maintenance of personnel data, calculation of service time, reporting of absences and income to the income register and Kela, and payment of travel and expense invoices and fiduciary fees. There are approximately 250 employees in the municipality, whose payroll must be handled monthly. The entity to be acquired covers only the services of the municipality, not, for example, the municipality subsidiaries. The current systems in use are FPM for financial planning, Sarastia365 BI for financial reporting, Dooap for purchase invoices, Sarastia365 TalousApp for sales invoicing and Sarastia365 MuistioApp for memos, as well as personnel management Populus 25.2.0.
