• Numera Palvelut Oy (later Numera or Procurement Unit) requests your offer without an operator for the joint procurement of rental construction machinery and equipment according to the tender documents. The procurement is divided into the following sub-assemblies, of which a maximum of five suppliers / service providers are selected for each, with which Numera draws up mutual procurement contracts.:1. Uusimaa area2. Kymenlaakso area3. Lapland region4. Uusimaa area earth-moving machines The competition is conducted in an open procedure. The overall economic affordability is used as the selection basis for the competition, and the best price-quality ratio is used as the comparison basis. More detailed information about the scoring and comparison criteria is presented in the section Criteria for the object of procurement in the request for tenders. Provided several bidders earn exactly the same number of points with their bid, the Procurement Unit draws a winner. The lottery is an accepted method in the case law of the Procurement Act. The tenderer can offer for one or more sub-assemblies. Parallel offers, alternative offers or partial offers made within sub-units will not be accepted. The procurement contracts are 48-month framework contracts. Numera's customer communities use collective procurement and possibly join it during the contract period is indicated in appendix one (1) of the draft contract.
