The procuring entity must reject the bid if the exceptionally low price or cost of the offer is due to the neglect of the obligations referred to in section 81 subsection 1, point 5. because of illegal state aid received, only if the tenderer is unable to prove within the sufficient deadline set by the procurement entity that the state aid has been granted legally. The procurement unit must notify the Ministry of Labor and the Economy of the offer rejection for the reason referred to in this subsection. The customer reserves the right to reject all offers, and no separate compensation is paid for the preparation of the offer
