Description:
OBJECT OF THE PROCUREMENT The procurement concerns the cost simulation software service for construction projects for the city of Oulu, especially for the use of the Oulu Tilapalvelut business facility. It is a total procurement that covers all the functions and requirements defined in the procurement documents. SOFTWARE PURPOSE The cost simulation software should be used to examine the cost effects of properties built by Oulu Spatial Services and the values according to the climate assessment (Decree of the Ministry of the Environment 1027/2024) over the entire life cycle of the property. The examination should cover both new that renovation construction sites in the following project phases:- needs and project investigation phase- planning phases- implementation phase- maintenance phase The software must enable space dimensioning, costs and carbon footprint assessment in different phases of the construction project. In addition, it must be possible to compare the effects of different solutions and alternatives on total costs, carbon footprint and operating costs. The price level is measured using the Haahtela tender price index (https://www.haahtela.fi/tarjoushintaindeksi). In repair projects, the software must support the definition of the degree of repair and evaluation of repair costs and climate effects.REPORTING REQUIREMENTS The system must be able to produce at least the following reports:- Cost estimate of the construction project for the use of the city of Oulu and/or the final report of the project investigation working group to support decision-making (public report)- More detailed to...
