• Fintraffic Meriliekmenhuilais Oy (hereinafter Procurement Unit or Fintraffic) is establishing a framework arrangement for the further development and maintenance services of the D/S POLO (Port Activity) service. D/S POLO, which is the subject of expert services, has a SaaS model (Software as a Service) functioning cloud-based situational picture and operational control system for maritime logistics operators. The primary function of the service is to present vessel and time information in an aggregated manner, but it also contains several operational functions for ports and to other maritime operators. The duration of the framework arrangement is four (4) years and a maximum of five (5) suppliers are selected for it. Fewer than five (5) suppliers can only be selected for the framework arrangement if there are bidders who meet the suitability requirements less than five (5). The procurements within the framework arrangement are made in accordance with the operating model described in more detail in the framework contract model attached to the tender request. The annual total value of purchases made through the framework arrangement is estimated around 1,000,000 euros. However, the contract does not contain volume purchase obligations, rather the quantity information presented in the tender documents are estimates that do not bind the Procurement Unit.
