Description:
The branch manager decided to purchase ASP services for security systems from Securitas Technology Oy as a direct purchase. The estimated value of the purchase excluding VAT for four years is 320,000 euros. The agreement is initially concluded for a fixed period of three (3) years, after which it continues indefinitely. with the acquisition, the security systems in question will be obtained from a total service provider and will replace the current operating model, where Kasko is responsible for the self-server platform and its maintenance, and the supplier is responsible for the maintenance of the security systems. Section 40 of the Act on Public Procurement and License Agreements (1397/2016) In accordance with subsection 2, section 2, the procurement unit can choose direct procurement if, for technical reasons or reasons related to the protection of exclusive rights, only a certain supplier can carry out the procurement. An additional condition is that reasonable alternative or substitute solutions are not essential and the lack of competition is due to the procurement from artificially narrowing the conditions. The Timecon 22 and TimeconGMS systems used by the education and training industry are systems sold exclusively by Securitas Technology Oy (formerly StanleySecurity Oy), in which case there are no matters and/or equipment related to their maintenance or maintenance possible to purchase from anywhere else.
