• The city of Tampere is requesting bids in accordance with this request for bids and its attachments. Through the tendering, the service for starting an entrepreneurship is acquired, which includes information and advisory services on starting a business in accordance with Chapter 6, Section 50 of the Act on the Organization of Employment Services (380/2023) and development opportunities and § 51 assessment of entrepreneurial capabilities and prerequisites for business activity in the employment area of ​​the Tampere region.

  The anticipated value of the procured service exceeds the threshold value for procurements in Annex E of the Act on Public Procurement and Right-of-Use Agreements (Procurement Act 1397/2016), § 25, so the Procurement Act is applied in the bidding process.
  The purchasing unit chooses from the offers on the basis of the overall economy the cheapest. The criteria for the overall economic advantage (evaluation criteria) are presented in this call for tenders.
  The estimated value of the procurement is the maximum possible total value of the procurement, which is defined as including all the services included in the procurement paid by the Customer for four (4) years. Total value thus includes not only all the prices presented by the bidder, but also the effectiveness compensation. In continuous purchases, the total value is calculated for the first four years.
