- The acquisition is based on an evaluation based on pillars 1-5 and 7-9. The pillars to be evaluated are internal control, accounting, independent external inspection, exclusion of funding, disclosure of information on the recipients and protection of personal data. The six mandatory of the above listed aboveIn addition to the pillar, the assessment includes two optional pillars, which are grants and procurement. The National Board of Education is not evaluated pillar 6 (financial equipment). The assessment is made from the National Board of Education, which requests the EU budget for implementation as part of indirect management. Evaluation willto implement the European Commission on the basis of the assignment description (see Commission Decision (2019/C 191/02). It is up to the elected supplier to evaluate the systems enabled by the National Board of Education, as well as the controls, rules and procedures it applies for each pillar of the European CommissionOn the basis of the requirements for each pillar.In the anticipated scope of the acquisition, the "description of the subject of the acquisition" (Appendix 1) and Tor (Appendix 2). In addition, the minimum requirements for experts are described in the "experts" appendix (Appendix 4).
