- 1). Purpose and background of the procurement The purpose of the procurement is an expert service, the purpose of which is to prepare a comprehensive overview of EU and Finnish legislation and political policies related to the use of recycled water produced from municipal wastewater in industry and municipal functions. The review must include: •Analysis of EU-level regulation and political guidelines regarding the use of reclaimed water •Evaluation of Finnish legislation and licensing practices from the perspective of industrial and municipal operators' use of reclaimed water •Review of the coordination of EU regulation and national requirements •Identification of legislative obstacles and opportunities •Recommendations for the harmonization of regulation and political policies in the Baltic Sea region and Europe •Future EU legislative development and possible regulatory changes that may affect the use of fresh water in the future Review must be in English, and summaries will be drawn up in English and Finnish. The goal of the SIWat project is to promote the use of reclaimed water in industry and municipal applications as part of sustainable water management. In the pilot operation of the project, the one made from municipal wastewater is tested use of recycled water for industrial and municipal needs. For this reason, it is important to understand which legislation applies to the use of recycled water, which permits are needed, and what kind of risks and requirements are associated with the operation.
