• 1. Background and description of the procurement The procurement is related to the Pori offshore wind center project implemented by the city of Pori, which is financed by the JTF (Just Transition Fund). an operation and competence center for offshore wind power, the goal of which is to have a significant role in offshore wind projects in the Gulf of Pohjan. The Mäntyluoto harbor area offers an excellent framework in terms of infrastructure and logistical location for the land and for maritime operations. The expert service to be procured is related to the implementation of the next phase of the Pori Merituulikeskus ecosystem and development project for the period 5 June 2026-31 March 2027.
