• Description:
• The subject of the procurement is the analysis of the joint effects of the changes regarding housing subsidies and social security. In the 2023-2027 government period, social security and subsidies for housing and housing production have been significantly reduced and tightened, and some forms of support are removed completely. The changes and index freezes of subsidies target different population groups unevenly and may increase housing-related risks, especially when the combined effects on the state-subsidized housing stock have not been assessed as a whole. The goal is to assess the combined effects of changes to housing and social security on the well-being and inequality of different population groups, and to produce information to support legislative and policy preparation. Key questions to which the need for information is focused: 1. With what this have the changes implemented during the government period had an impact on the housing of different groups of people/the ability to organize their own housing?2. What kind of combined effects will the changes implemented during this government period have on the housing/ability to organize for different groups of people own housing?3. What kind of direct and indirect effects have the changes had on the housing of different groups of people? The results of the service must be ready by 31 December 2026. A more detailed description of the procurement can be found in appendix 1 Description of the procurement. The anticipated value of the acquisition is no more than 50,000 euro (VAT 0%).
