• The object of the procurement The object of the procurement is the facilitation of the work on renewing the strategy of the Jokilaaksoje educational community association, including the planning of the strategy process, implementation, participatory working methods, a written strategy and the strategy implementation plan. Procurement is carried out as a service procurement. The procurement falls below the national threshold value (Procurement Act 1397/2016). Background and goals of the procurement The Jokilaaksoje educational municipality group will move to an industry-based organization as of August 1, 2026. At the same time, the operating environment of vocational education is undergoing a significant change. The funding bases for vocational education have been renewed, the demographic development of the region challenges the organization of education and the availability of skilled labor in rapidly changing to the competence needs of working life.
