Description:
The object of the procurement is Family Group Home Services, which are intended for refugee youth who have arrived in Finland without a guardian and have received a residence permit, as well as youth who have been granted temporary protection and who have a municipality of residence in accordance with the Home Municipality Act. Young people have an advantage determined by the district courtstay Young people placed in family group homes are generally over 15 years old. Young people live in a family group home until they reach the age of 18 or their guardian arrives in Finland.
The need for a family group home is currently about 14 places, and possibly later an additional need is7 places to live. The young people move into the unit when the young person has received a residence permit and a municipal place. In the future, the need for the number of places may increase or decrease. If in the future the need for the number of places grows larger than currently estimated, we will negotiate with the selected service provideranssa for arranging possible additional places.
Family group home activities are activities in accordance with Sections 27 28 of the Act on the Promotion of Integration (1386/2010). Although family group home activities are not defined as social services and family group homes are not designated as child protection units, the rules of family group homes are followedthe provisions of Sections 58 60 of the Child Protection Act (417/2007) on premises, growing conditions, number of places and personnel. In addition, the principles of Section 4 of the Child Protection Act regarding activities in the best interest of the child must be taken into account in the care and education work of a practical family group home.
