Description : Ministry for Foreign Affairs of Finland, Unit for Development Finance and Private Sector Collaboration (hereinafter referred to as “Contracting Authority” or “MFA”) requests your tenders for Development Policy Investments and Blended Finance Opportunities (hereinafter also referred to as” the Service”) as described in this Call for tenders and annexes thereto.
Procurement is divided into two lots (work packages):
Work package 1: Supporting Services for Development Policy Investments
Work package 2: Supporting Services to Explore Blended Finance Opportunities
Tenderers can offer services either for one or for both work packages. The MFA shall establish a framework agreement in which the MFA will choose one to two service providers to the work package 1 and one service provider to the work package 2. Same person can be offered to all the positions (expert, international expert, national expert) provided that the minimum requirements are fulfilled. The method of ordering services under the framework agreement is defined in the Section "Grounds for decision" of this Call for tenders and in more detail in the Annex 4 "Draft Agreement".
