- The invitation to tender will be implemented as two -step, since the invitation to tender contains confidential material and the tenderers are required to have security commitments with the bus agency. In addition to the security agreement, candidates must meet the aptitude requirements of this invitation to tenderRequirements for candidates. The invitation to tender will be assembled in the subscriber's project bank, which shall be given the rights in this registration phase.In the second phase, it should be borne in mind that all subcontractors who are asked for subcontracting at the tender phase and the content of the work to deal with the material to be confidential should be taken care ofsecurity commitments.
