Description:
The city of Helsinki's urban environment department (later the "customer") will establish a dynamic procurement system (DPS), within which the customer will be tendered for geographic information expert services KYMPPOC projects aimed at utilizing the information model. Urban environment services participate in POC projects with their own topics.
The operating model of the dynamic procurement system is two-phase. In the first step, a dynamic procurement system is established to comply with the regulations of the limited proceduredoing. In the second stage, the customer conducts internal tenders of the dynamic procurement system among the bidders who joined it.
The dynamic procurement system is valid for 24 months, unless the customer shortens or extends the duration of the dynamic procurement system or suspends the procurement systembefore its validity. The customer has the right to suspend the dynamic procurement system during its validity.
The subscriber can temporarily close the dynamic procurement system at any time during the duration of the dynamic procurement system. With the dynamic procurement system closed, individualno purchases can be made within the system.
Participation applications can be submitted to the dynamic procurement system throughout its duration. The Helsinki Urban Environment Department accepts all candidates who have submitted an application for participation and who meet the candidate...
