Helen Ltd (later "Contracting Authority) aims to be carbon neutral energy company by 2030. In order to achieve its carbon neutrality targets, Helen has committed to stop using of coal by 2024, and is currently seeking and piloting non-combustion based energy solutions for its energy production. In this procurement, The Contracting Authority is seeking 1 supplier for industrial heat pumps to Salmisaari air-water heat pump plant with about 14 MW district heating output in Helsinki area, Finland ( https://www.helen.fi/en/news/2023/new-air-to-water-heat-pump-plant-for-helens-salmisaari-power-plant-area ). The main driver for heat pump investments is to increase the capacity of non-fossil based district heat production. The project has an investment decision made already. The final decision on the selected supplier(s) to implement the project is scheduled to be done on Q3/2023 (subject to changes). The procurement consists of indoor installed water-to-water heat pump units: Heat pump setup must consist of at least four separate heat pump units which can operate independently so that one unit-s DH supply capacity is 1/4 of the total capacity. Heat pump unit can be one separate heat pump or it can consist of two or more heat pumps installed in series.
