Procurement description1 Background Mikkeli's development company Miksei Oy (MikseiMikkeli) implements the HINEE - Towards carbon-neutral cottages project from 1 October 2025 to 30 September 2027. The project is part-financed by the European Union, the funding authority is the regional association of Etela-Savo. The HINEE project promotes leisure time in Etela-Savo the energy efficiency and carbon neutrality of housing, the extension of the stay in the cottage and the use of local services, and to improve the carbon balance of the cottage with the help of sharing and circular economy solutions and by increasing the utilization rate. The project strengthens Etela-Savo's position as a promoter of sustainable camping. More information about the project https://laiturilla.fi/hanke-esittellyEtela-Savo, a province that is one of the most popular camping areas in Finland, has the same number of holiday homes as permanent residential buildings, more than 45,000. Most of them, almost 30,000, are located in the Mikkeli region. The most used forms of heating leisure cottages have wood and electric heating, and according to reports, slightly less than 25% of the area's cottagers use renewable energy sources. Most of the energy consumption of holiday homes comes from heating. Year-round camping is increasing, the size and level of equipment of the cabins is increasing and thus energy consumption increases. What makes camping an exceptionally large vitality factor in Etela-Savo is that approximately 66% of the province's leisure homes are owned by people from outside the province, i.e. people living outside the province.
