This document is not a procurement notice or a request for quotation, but a request for information.
The Department of the City of Helsinki's Urban Environment (hereafter the customer) is preparing the purchase of an infrastructure monitoring and situational picture application.
The goal of the procurement is to acquire and put into operation infrastructure construction a monitoring system that enables the management of infrastructure project contracts in field conditions with modern, digital tools. The object of the procurement is a monitoring system, where contract-related information, documents, communication and monitoring take place centrally through one system. With the help of the system, the situational picture of the contracts and the flow of information between different stakeholders are improved, the response to detected deficiencies is accelerated, and the harm caused by infrastructure projects to city residents is reduced.
It is a new purchase and in its current state the city of Helsinki does not have one a system intended for managing and monitoring the implementation phase of infrastructure construction contracts. Currently, the information related to the contracts is scattered in different systems, the operating models vary from contract to contract and contractor to contractor, a large part of the communication takes place by e-mail and the contracts entries related to management processes, such as reporting, site diaries and handling deficiencies, are done manually and on paper.
