Description:
The City of Helsinki's Urban Environment Division aims to acquire a comprehensive parking control resource management system that covers both existing and new functionalities and technical requirements The procurement includes a detailed inventory of the system's functionalities, including streamlining interfaces and processes, database migration, defining network topology and firewall rules, and new service design. On the technical side, the focus will be on defining server resources, TCP/IP networks, firewalls and security software, updating policies for the operating system and security, database management and optimisation, and designing backup and disaster recovery systems. The functional requirements include enforcement management, parking payment management, task management, case handling, document and registry management, billing, payment control, system administration and user experience optimisation. Furthermore, the procurement will include the development of mobile applications for enforcement and vehicle removal centre functions. The definition of connections will include integrations with the systems of various stakeholders and service providers, such as managing parking operators' data and processing mobile payments. The interface design must be based on Single Page Application architecture and Helsinki Design System design guidelines.
