The City of Oulu, corporate administration (hereinafter also the "customer") requests your offer for the Investments portfolio management system and related services in accordance with this request for offers and its attachments. The City of Oulu is in the process of acquiring a portfolio management service, which covers the needs related to investment activity reporting and income monitoring, accounting, up-to-date portfolio management and responsibility reporting. The city of Oulu prefers investment solutions that are climate-friendly and take responsibility factors into account. With the help of responsibility reporting, the City of Oulu monitors the implementation of the principles of responsible investment operations and possible norm violations. The portfolio management system must produce comprehensive risk reporting and enable the portfolio's risk limits control. The service must be offered using the SaaS (Software as a Service) model, where the infrastructure of the services is located on the premises of the provider or its designated subcontractor. The service provider must also take care of the maintenance of servers and backups on the data security of services offered over the network. The procurement unit must be able to use the service over the network with a clear and logical user interface.
