• This is not a request for tender, a procurement notice or a preliminary notice, but rather a notice to start a market dialogue as part of procurement planning. The city of Hyvinkää has started preparations for the acquisition of the Bank and payment service and is inviting suppliers participate in market dialogue. The subject of the acquisition is initially payment brokerage, cash management, interest on accounts used in payment transactions, credit limit attached to a payment business account, and services related to the management of account usage tools. Services used by the City of Hyvinkää and the subsidiaries belonging to the city group (description of the group structure at the end of the appendix). The payment operations of the city's subsidiaries are included in this service procurement. The centralization of services does not mean for the bank exclusive right to the accounts of the city's financial institutions and not to payment traffic. The city has the right to keep individual payment business accounts and service contracts at other financial institutions in order to minimize the risks of disruption. The purpose of the market dialogue is to map the above the market situation regarding the mentioned procurement and to get information and views from the suppliers about the execution of the tender and the preparation of the request for tender. The city of Hyvinkää is trying to get to know those possibly related to the acquisition through market dialogues additional services and products, contractual terms and commercial terms, such as pricing.
