• This is not a procurement announcement or a request for bids, but a request for information and an invitation to market dialogue. The city of Savonlinna is preparing a tender for debt collection services, with which it is looking for a partner to manage the debt collection. One of the preparatory stages of the procurement is implementation of market dialogue. With this request for information, the procurement unit surveys the market and invites interested operators to register for the market dialogue to be carried out as part of the procurement preparation. Currently, the city of Savonlinna manages everything from order to collection. The city uses the invoice hotel service and an intermediary operator to send invoices. The city handles invoicing, the sales ledger as well as the follow-up of receivables. The city of Savonlinna annually sends around 37,000 invoices, the most significant part of which refers to water billing (approx. 22 thousand invoices). The value of the invoice is approx. 23 million euros. In addition to water invoicing, other important invoicing topics are space rent invoicing and land rents. As well as environmental healthcare the fees are significant. We are interested in hearing what kind of services and service packages the partners have to offer for the debt collection process. implementation and content, and to get participants' views on them.
