MARKET DIALOGUE The subject of the market dialogue is the procurement of maintenance services and further development of the State Transport Route Planning System (VLS). BACKGROUND AND OBJECTIVES Maintenance service and further development of the state traffic route planning system (VLS). VLS is a system that carries out the interaction procedure of statutory general, road and rail plans in the Railway Act and the Act on the Transport System and Roads in accordance with. Announcements and invitations are created and published in the system, and information is provided about them. The system also distributes plan materials to interested parties. The system is divided into two parts, a section open to citizens (www.vayliensuunnittu.fi) and in the civil service section, where the aforementioned announcements and invitations are created.
