With this request for information, the City of Oulu, Business Oulu starts a market dialogue regarding the ICT and industry competence voucher and related services Oulu region in the employment area. The request for information does not obligate the procurement unit to carry out the actual procurement procedure. All the information presented in this information request is preliminary and does not bind the procurement entity in the execution of the procurement or in the later stages of the project. The Oulu region's employment area wants to invest in a skilled workforce. Without a skilled workforce, companies and other employers have no growth prospects. BusinessOulu has started the preparation of the ICT and industry skills certificate. Competence voucher offers supplementary skills, for example, to recent graduates who have become unemployed. The goal is also that by utilizing the skills voucher model, the working careers of working-age people should also be made longer and more wholesome. Furthermore, the aim is that skills vouchers can be used by long-term job seekers who have work experience in the ICT or industrial sector or unemployed job seekers who see tasks in the technology sector or entrepreneurship based on the utilization of technology as an opportunity on their own career. The purpose of the competence voucher is to increase the number of new growth-oriented companies (start-up companies) and entrepreneurs, the technological ability of the workforce (e.g. artificial intelligence training) and to support ICT and industrial activities...
