Description:
The municipality of Joroinen is requesting a participation application for the sports hall's reverse KVR contract based on the participation request and reference plans. The procurement is carried out as a competitive negotiation procedure in accordance with Section 36 of the Procurement Act. In the competitive negotiation procedure, the procurement unit negotiates with the candidates accepted for the procedure in order to map and define the means by which its needs can best be met. The project is implemented in the so-called as a reverse KVR contract, for which the customer has set a ceiling price. A ceiling price has been set for the procurement (4 million eur). The subscriber defines the status program and the contractor is responsible for planning and implementation. The project will build a sports hall that meets the functional, technical and energy efficiency requirements defined by the municipality. The competition is carried out in two stages. In the first step, the bidder makes an application for participation, which is made the customer makes a pre-selection, 2-4 contractors are selected for further negotiations, except if there are fewer suitable candidates. In the second stage, negotiations are held with the bidders, on the basis of which the bidders make the final offers for the contract. Selection criteria in the suitability assessment (phase 1): - relevant references and expertise in KVR contracts and construction. The bidding company has acted as the main contractor/main implementer in the project and the sites must be located in Finland.
