• Description:
• Kajaani University of Applied Sciences Oy is requesting bids for the preparation of a passenger traffic preliminary study of the Kontiomäki-Vuokatti railway section and the related project evaluation. The goal of the project is to assess the feasibility, effects and the necessary additional investments, including the location of the new stand and the space it needs, as well as functionality in Vuokatti, safety equipment and track engineering needs, and the organization of operational readiness maintenance activities. The work is connected to ongoing electrification The project continues and complements the preliminary study of the electrification of the Vuokatti-Kontiomäki railway section (Publications of the Railway Agency 8/2024) and its project evaluation (VJ 9/2024), where the emphasis was on freight traffic. Now the work to be tendered is concentrated to passenger traffic and its conditions. In competitive procurement, the guidelines of the Norwegian Railways Agency are followed (e.g. Norwegian Railways Agency's guides 1/2023). The pre-examination phase includes two phases. First, the actual preliminary investigation and the one that runs alongside it are carried out dialogue with Traficom. The project evaluation starts in parallel with the preparation of the preliminary report in such a time frame as is possible. The pre-examination covers all measures necessary in the whole, e.g.• the actual ones passenger traffic arrangements,• traffic safety on the track and• other necessary changes to the infrastructure.
