The provider can offer as many areas as he wants. After submitting the bids, there will be a debriefing meeting with the bidders, where it will be clarified how many sub-areas the contractor can handle from the sub-areas he offers.
If the bidder seems to win all the sub-areas, he must hand over at least one area to the second-placed bidder.
