Description:
The Kymenlaakso welfare area acquires the Lifecare DR (Disaster Recovery) environmental maintenance service from Tietoevry Finland Oy. DR environment maintenance is not included in normal Lifecare maintenance, and DR environment update is also not included in Lifecare version update projects, so therefore DR environment the update must be agreed separately on the maintenance service, which ensures DR environment updates in connection with all LC updates. Procurement procedure The request for tender was sent to Tietoevry Finland Oy on 13 October 2025. Tietoevry Finland Oy submitted an offer on 31 October 2025 in the Kymenlaakso welfare area is a framework agreement for the patient information system and its maintenance with Tietoevry Finland Oy, which is valid until now. The Kymenlaakso welfare area acquires the Lifecare DR environmental maintenance service from Tietoevry Finland Oy. The annual maintenance fee for the acquisition is 29,700.00 euros. The contract the costs for the four years are a total of EUR 118,800.00 (VAT 0%). Justifications The procurement unit has the right to make direct procurement on the following grounds: Act on public procurement and right-of-use agreements (1397/2016), § 40 Direct procurement, 2.mom2) technical or related to the protection of exclusive rights for a reason, only a certain supplier can carry out the purchase; an additional condition is that there are no reasonable alternative or substitute solutions and the absence of competition is due to an artificial narrowing of the procurement conditions.
