Description:
With this announcement, a market dialogue is carried out, the purpose of which is to map and find out how the subject of procurement, system maintenance and development services, is expedient to implement and acquire. The purpose is also to map the market situation in terms of the skills to be acquired. The subject of the procurement are maintenance and development services that target the current information systems of the Consumer Disputes Board and the application maintenance of electronic transactions (Krista system), the general for the application maintenance of interest control case management information systems and electronic transactions (Edvard system) and for the application maintenance of the mediation system for criminal cases and certain disputes (SOPU system). Mediation activities will be transferred in 2027 from the Ministry of Social Affairs and Health to the administrative branch of the Ministry of Justice (OM). When the mediation activity is transferred, the responsibility for the maintenance and development of the SOPU system will also be transferred from the Norwegian Institute of Health and Welfare (THL) to the Legal Registry Center (ORK). The market dialogue also aims to find out different implementation possibilities in a situation where ORK/OM becomes responsible for a new system. More precisely, the object of the procurement and the requirements set for the procurement are described in the attached request for tender in the draft documents.
