- The purpose of this market survey is to find out the availability of new construction price and other information needed for the volume index of new construction and the reform of real estate taxation. The price of new construction refers to the amount of money which an expert operator, following good programming, planning and construction practice, needs to implement a new building with the desired characteristics. Properties include, for example, surface area and shape, structures (bearing capacity, fire resistance and waterproofing), use of facilities, conditions (heat, air, light and sound), services (facilities and furniture as well as pipe and low current systems) and the theme and experience of the building. The new price does not include taxes. Statistics Finland plans to purchase, where the service provider produces, for the calculation of the volume index of new construction, for the building categories defined in the 2018 building classification, a current and fixed new construction phase-specific description of the typical building of each category price information so that regional price differences in construction are taken into account. Regional price differences must be based on municipal classification. The preliminary plan for the content of the procurement is described in more detail in Appendix 1 of this announcement.
