• This announcement is not a procurement announcement or a request for quotation. It is not an actual procurement procedure, but a market survey announcement. The Kainuu welfare area carries out a market survey of the producers of support measures in accordance with the Disability Services Act (675/2023): § 12 special participation support and § 14 supported decision-making. The procurement is below the national threshold value and is carried out as a small procurement. The Kainuu welfare area (customer) will make small purchases during 2026. The purpose of the market survey is to find out potential service providers with whom the welfare area can enter into an agreement during the procurement period. This is not an actual competition, and no separate competition is organized, and participation does not create the right to be selected as a contract partner. Separate the procurement procedure will not be organized after this. Based on the market survey, the subscriber can contact by email one or more service providers who present the best conditions for the subscriber to provide the service appropriately and in accordance with the requirements of the law. The customer is not committed to any purchase quantities. The service is procured according to the customers' individual service needs during the procurement period from 1 April 2026 to 31 March 2030. The purpose of the market survey announcement is to hear views on implementation solutions from service providers in relation to procurement.
