• YOU CAN STILL HAVE AN INFLUENCE DURING THE MARKET SURVEYING PHASE! We want the city of Turku to cooperate with companies. That's why we do market mapping to organize services. The goal is to map the market and get comprehensive information about the service availability, implementation possibilities and potential suppliers. This is an invitation to a market survey, which concerns urgent veterinary care for small animals (pets) in the city of Turku during office hours. The target of the service is Emergency veterinary care for small animals during office hours as referred to in Section 9.2 of the Veterinary Care Act (285/2023) (immediate assessment and treatment required for the animal's sudden and serious illness, injury or worsening of the illness, which cannot be moved without worsening of the disease or significant suffering of the animal, as well as euthanasia of the animal on animal welfare grounds). The service does not include the care of wild animals, but measures according to Section 7 of the Animal Welfare Act (693/2023) (end) are included. The city of Turku evaluates the possibilities of producing the service either as its own production or as a purchase service. According to Section 8.1 of the Municipalities Act, a municipality can organize the tasks set out in the law by itself or agree to transfer responsibility for organizing to another municipality or to the municipal corporation. According to Section 50.1 of the Municipal Act, if the municipality agrees in accordance with Section 8 to transfer the responsibility for organizing a task stipulated in the law to another municipality or a group of municipalities, the transfer does not apply to public procurement...
