Naturpolis Oy procures work as an expert service, the aim of which is to determine the vitality effects of investments located in Kuusamo and to determine and create an operating model for monitoring and evaluating their effectiveness in the long term. The procurement includes: 1. measures of vitality effects choice, including at least the following: 1.1 direct effects 1.1.1 employment effects of the construction phase (person-years and euros) 1.1.2 employment effects of the production phase (person-years and euros) 1.1.3 turnover 1.1.4 taxes (types of taxes) 1.1.5 gross added value 1.2 multiplier effects, revival of the economic activity of other industries, among others: 1.2.1 employment 1.2.2 output 1.2.3 turnover 1.2.4 gross added value 1.2.5 taxes (types of taxes) 1.2.6 welfare effects 1.3 Public financial effects 1.3.1 additional burden on services 1.3.2 tax revenues 1.4 Welfare and environmental effects 1.4.1 well-being at work 1.4.2 carbon footprint 1.4.3 population development 1.5 Long-term effects 1.5.1 attractiveness of the area and workforce The service provider can also present other metrics to monitor effectiveness. The service provider prepares a single repeatable monitoring model in order to evaluate the effects of the investment and, if possible, the model should use automation and/or artificial intelligence.
