Description:
On April 16, 2025, the State Financial and Personnel Administration Service Center (hereinafter Palkeet) published a preliminary notice on the procurement of financial and personnel administration information systems for the start of market dialogue. Link to the published advance notice: https://www.hankintaylokkeet.fi/fi/public/procedure/15859/enotice/23370/Palkeet has made a decision on 24 October 2025 to suspend the preparation of the procurement of the financial management system as a SaaS service referred to in the advance notice before publishing the procurement notice. justifications The target of the planned tender was a financial management system, with which Palkeet would produce financial management services for its customers other than government agencies. The vast majority of Palke's customers use another financial management system implemented for government agencies and service package. After the decision to start the planned tendering process and the publication of the advance notice, the number of Palkein customers outside the state administration has decreased and is decreasing even more. As the number of users of the new system decreases, system implementation costs for the remaining customers unreasonably high. Palkeet can serve these very small remaining customer volumes outside government agencies with the financial management system currently in use.
